"High Skilled Professional" Visa

"High Skilled Professional" visa is categorized in Tier II of Group I defined in Immigration Control and Refugee Recognition Act ("ICRRA", hereafter). 

"High Skilled Professional" visa has two subtypes, "High Skilled Professional (i)" visa and "High Skilled Professional (ii)" visa.

"High Skilled Professional (i)" visa also has three subtypes, "High Skilled Professional (i)(a)" visa, "High Skilled Professional (i)(b)" visa and "High Skilled Professional (i)(c)" visa.

A "High Skilled Professional (ii)" visa can be obtained just by applying for change of the visa from a "High Skilled Professional (i)" visa.

I-1. Granted Activities of High Skilled Professional (i)

activities mentioned below by persons who are qualified as matching to the standards of high skilled professionals defined in regulations of the ministry of justice, which are expected to contribute to development of research on science or economy in Japan

(i)(a)activities of research or advices of research under contracts with public or private institutions designated by the minister of justice, activities of operating the related business to the above activities by themselves along with the above activities, or activities of research or advices of research under contracts with public or private institutions other than designated by the minister of justice

(i)(b)activities of being engaged in business which requires knowledge or technologies on natural science or social / cultural science or activities of operating the related business to the above activities by themselves along with the above activities

(i)(c)activities of operating trading business or other business in public or private institutions designated by the minister of justice or activities of operating the related business to the above activities by themselves along with the above activities

Activities of "High Skilled Professional" (i) shall correspond to activities of any of "Professor", "Artist", "Religious Activities", "Journalist", "Business Manager", "Lawyer/Accountant", "Medical Care", "Researcher", "Instructor", "Engineer/Specialist in Humanities/International Services", "Intra-company Transferee", "Nursing Care", "Entertainer" or "Skilled Labor"

I-2. Granted Activities of High Skilled Professional (ii)

activities mentioned below by who have been engaged activities of "High Skilled Professional" (i) and are also qualified as matching standards of whose stays contribute to national interests of Japan, defined in regulations of the ministry of justice

A. activities of research, advises of research or instruction of research under contracts with public or private institutions in Japan

B. activities of being engaged in business which requires knowledge or technologies on natural science or social / cultural science under contacts with public or private institutions in Japan

C. activities of operating trading business or other business in public or private institutions in Japan or activities of being engaged in supervision of the above business

D. activities of "Professor", "Artist", "Religious Activities", "Journalist", "Lawyer and Accountant", "Medical Care", "Instructor", ""Engineer / Specialist in Humanities / International Services", "Nursing Care", "Entertainer" or " Skilled Labor" along with activities of the above (ii)(a), (ii)(b) or (ii)(c)

Eligibility or status of "High Skilled Professional" (ii) shall be given to a person who has been stayed in Japan under eligibility or status of "High Skilled Professional" (i) for designated terms.

Therefore, the activities of "High Skilled Professional" (ii) are hardly restricted and terms of the stay are unlimited.

III-1. Conditions to be Permitted of High Skilled Professional (i)

A. Applied activities are not false. 

B. Applied activities coincide with activities defined for each visa in ICRRA.

It is also required to meet the followings, or so called " Criteria of Permits for Landing" as "High Skilled Professional (i)" is categorized in Tier II of Group I:

A. The applicant should correspond to the "point table" requirement mentioned in the below and should correspond to each of the following:

a) The applicant should correspond to one of the following:

1. The activities in which the applicant is willing to be engaged in Japan should correspond to the activities of one of the visas from "Professional" to "Journalist" of Tier 1 of Group I. 

2.  The activities in which the applicant is willing to be engaged in Japan should correspond to the activities of one of the visas from "Business Manager" to "Skilled Labor" of Tier I1 of Group I and should also meet the "Criteria of Permits for Landing" of the visa to which the anticipated activities by the applicant should correspond. 

b) The activities in which the applicant is willing to be engaged in Japan should not be admitted as improper from the standpoints of influence on industries in Japan or lives of nations in Japan.

III-2. Conditions to be Permitted of High Skilled Professional (ii)

A. Applied activities are not false. 

B. Applied activities coincide with activities defined for each visa in ICRRA.

It is also required to meet the followings in accordance with ICRRA and related regulations:

A. The applicant should correspond to the "point table" requirement mentioned in the below and should correspond to each of the following:

a) The applicant should have lived in Japan for more than or equal to three years with a visa status of "High Skilled Professional (i)" and should have been engaged in the activities permitted under the visa status.

b) The applicant should be a person of good conduct.

c) The stay of the applicant in Japan should conform to the national interests of Japan.

IV-1.  Required Documents to Apply for a Certificate of Eligibility or Change of Visa on High Skilled Professional (i)

A. same materials as required for "professor", "Artist", "Religious Activities", "Journalist", "Business Manager", "Lawyer and Accountant", "Medical Care", "Researcher", "Instructor", "Engineer / Specialist in Humanities / International Services", "Intra-company Transferee", "Nursing Care", "Entertainer" or "Skilled Labor" in accordance with the expected activities
B.  a material which clarifies that the applicant should meet the criteria for each sub-type (a), (b) or (c) regulated by the ministry of justice

IV-2.  Required Documents to Apply for Change of Visa to High Skilled Professional (ii)

A.  a material which clarifies that the applicant should meet the criteria for each sub-type (a), (b) or (c) regulated by the ministry of justice

B. a material which clarifies that the applicant has executed the activities of "High Skilled Professional" (i)(a), (i)(b) or (i)(c), for more than or equal to three years, under eligibility or status of residence of the same

C.  a document which certifies that the applicant should be on its good behavior

V. Required Documents to Apply for Extension of the Period of High Skilled Professional (i) 

A. Required documents for any of "Professor", "Artist", "Religious Activities", "Journalist", "Business Manager", "Lawyer/Accountant", "Medical Care", "Researcher", "Instructor", "Engineer/Specialist in Humanities/International Services", "Intra-company Transferee", "Nursing Care", "Entertainer" or "Skilled Labor" in accordance with the activities

B. a material which clarifies that the applicant should meet the criteria for each sub-type (a), (b) or (c) regulated by the ministry of justice

VI.  What are Merits to get "High Skilled Professional" visa

A. It is able for a "High Skilled Professional (i)" visa holder to do any other job supplementally which can be permitted for a "High Skilled Professional (i) (a), (b) or (c)" visa.

B. It is able to apply for permanent residence even if the applicant has not lived for ten years consecutively. Please see "Permanent Residence" page.

C. A spouse of a "High Skilled Professional" visa holder can get permission to work like a "Instructor" visa holder or a "Engineer/Specialist in Humanities/International Services" visa holder, even if the spouse could not meet the criteria of those visas.

D. A Parent of a "High Skilled Professional" visa holder can get permission for a "Designated Activities" visa to live with the "High Skilled Professional" visa holder on some regulated conditions that the parent shall look after small kids or a pregnant spouse of the "High Skilled Professional" visa holder and so on.   

E. It can be get permission for a "Designated Activities" visa to work as a housekeeper of a "High Skilled Professional" visa holder on some regulated conditions. 

F. The examination of application for a "High Skilled Professional" visa should be made on a priority basis. 

VII. What are "Point Table" s for "High Skilled Professional" visa

The applicant for a "High Skilled Professional (i)" visa should be able to score more than 70 points in accordance with the following "point table" s, in order to get permission: 

A. "High Skilled Professional (i)(a)" visa

B. "High Skilled Professional (i)(b)" visa

have a national license of Japan that authorizes the applicant to conduct the relevant operation or to use the relevant name, or

have passes an examination or have a license listed in the relevant IT notification.

C. "High Skilled Professional (i)(c)" visa
