Cases of Visa Processing
You can obtain a permit for visas or visa-related procedures, principally only after you apply to the regulated immigration office in accordance with Immigration Control and Refugee Recognition Act ("ICRRA", hereafter), or the immigration law of Japan.
This can be concluded that the visa processing in Japan can be started just after the application for visas or visa-related permission has been filed at a regulated regional immigration services bureau.
